Assembly of Delegates Meeting

Saturday, February 19, 2000

Omni Shoreham Hotel, Washington, D.C.

Call to Order:

The meeting was called to order at 12:35 pm by President Fred Brenner.

Approval of Agenda:

A motion was made to approve the agenda. The motion was unanimously approved by voice vote (Appendix A). (Moved by John Safko and seconded by Steve Case).

Approval of Assembly of Delegates Minutes of January 23, 1999:

A motion to approve the meeting minutes was made by John Safko and seconded by Lynn Elfner. The meeting minutes were approved by a voice vote.

OFFICER REPORTS

A. President — Fred Brenner

Fred stated that he will defer his report to the end of the meeting.

B. President-Elect — Leslie Sue Lieberman

Leslie stated that we had 132 students and 40 scientists attending the "Breakfast for Scientists". The breakfast was supported by the Burroughs Wellcome Fund and the Molly Bee Foundation.

C. Secretary — Howard Pitkow (Appendix B)

Howard reported that he participated in and recorded three sets of minutes from our Anaheim Meeting which he typed, duplicated, and mailed out to the NAAS Board Members. These meeting minutes included the NAAS Board Minutes of January 21, 1999, Strategic Planning Committee Seminar Minutes of January 21, 1999, and the Assembly of Delegates Minutes of January 23, 1999. Additionally he participated in, recorded, typed and duplicated and mailed out the Conference Call Meeting minutes held on August 24, 1999 to the NAAS Board members. And finally, Howard related that he proofread numerous drafts of sections of the 1998-1999 NAAS Proceedings, Directory, and Handbook which he also mailed out to all NAAS Board members in August, 1999.

  1. Treasurer — Edward Nelson
  2. It was reported that the Treasurer’s Report was accepted at the Annual Board of Directors Meeting held on February 17, 2000.

  3. Archivist — Lynn Elfner
  4. Lynn asked that if there is anything significant happening in the state academies to please send him the material for the NAAS Archives.

  5. AAAS Council Representatives — Ertle Thompson and David Hsi
  6. Ertle reported that:

    1. The Program for internships in the state department has been reinstated. There are 35 new interns (AAAS Fellows) in science in the state department and hopefully funding for them will become a line item.
    2. Four officers from the physics section thought too much emphasis was given to religion and not enough to science. They asked that this be reviewed.
    3. Various activities regarding the teaching of Evolution were discussed by Ertle with the Board.
    4. A few nominees have been rejected as AAAS Fellows. They are appealing this rejection. Guidelines have to be developed to review the credentials of these nominees who have been rejected by their respective sections.
  7. AJAS Director - Gloria Takahashi

Gloria reported that the Capitol Tour was given this morning. (This tour had previously been cancelled). Gloria thanked the AJAS leadership for doing an excellent job and making this meeting such a success. At the banquet tonight each AJAS student will get a certificate for their participation. Also "Scientific American" will provide the AJAS students with a free 6 month subscription. There were 132 AJAS students presenting papers and 66 adults attending the meeting. Gloria stated that 27 state academies participated this year. The delegates paid Gloria a tribute for the excellent job she has done these past 9 years. Gloria will be sorely missed. Gloria was given a standing ovation.

H. Newsletter Editor — Don Jordan

Don stated that he would appreciate any noteworthy items from the various state academy of sciences for the NAAS Newsletter. The next Newsletter will be in April. About 500 Newsletters are sent out to the top administrators of the 44 state academies. Also another 200 newsletters are mailed out to AJAS officers.

I. Webmaster — John Safko

John asked that each state academy check their NAAS website to see if the NAAS information is present. Each state academy will be responsible for updating their own state academy pages on the website. The NAAS Proceedings will be printed on the webpage and each state academy will get one hard copy of the NAAS Proceedings. The Bylaws and Constitution will not be mailed to each state academy. Also, the present NAAS secretary (Howard Pitkow) will send computer discs containing both the NAAS Board Meeting and the Assembly of Delegates Meeting minutes to the NAAS webmaster to put on the NAAS webpage.

COMMITTEE REPORTS

  1. Program — Judith Parker
  2. Judy reported that the program was going well and complimented the Committee on the excellent service they have provided.

  3. Audit — Leslie Sue Lieberman
  4. Leslie reported that the audit showed that the NAAS is in good financial shape. The audits were previously mailed to each NAAS Board Member. The auditors submitted a "Management Letter" dealing with suggestions to make our financial situation more efficient. Our Treasurer will review the suggestions made in the "Management Letter" and report back with recommendations during our Summer Conference Call Meeting.

  5. Finance — Edward Nelson
  6. No report was forthcoming.

  7. Membership — Howard Pitkow
  8. Howard reported that the NAAS consists of 44 state academy of science memberships with approximately 75,000 to 80,000 individual members (New York Academy of Science accounting for over 42,000 members). Of the 44 state academies of science only 34 have paid their state academy 1999-2000 membership dues which were mailed out in June, 1999. A discussion followed dealing with the mechanics of how to collect the dues from the 10 delinquent state academies. Also, the delegates reaffirmed the policy that the NAAS Secretary will deal with the state academies and their updates for the NAAS Proceedings.

  9. Nominating and Election of Officers — Judith Parker
  10. Judith reported that the Committee consisted of herself, David Hsi and Juan Rodriguez. Judith presented the following slate of officers for NAAS to the Assembly of Delegates:

    1. President-Elect — Howard Pitkow
    2. Secretary — Assad Panah
    3. NAAS Representative to AAAS — Ertle Thompson
    4. AJAS Director — Joan Messer

    After a spirited discussion a motion was made to accept the report of the Nominating Commnittee by Bill Maben and seconded by Steven Case.

    The motion was passed. The election of the NAAS officers will be held under NEW BUSINESS.

  11. Recognition and Awards — Judith Parker

Judy announced that awards will be given out at the banquet tonight.

Election of Officers

After a lengthy discussion, a motion was made by John Safko that nominations be closed and that the Secretary cast the unanimous ballot for the election of the following officers (Motion was seconded by Lynn Elfner):

    1. President-Elect — Howard Pitkow
    2. Secretary — Assad Panah
    3. NAAS Representative to AAAS — Ertle Thompson

The motion was passed by the Delegates.

For the office of AJAS Director, Duane Nichols of Southern California was nominated from the floor by Elemer Bernath. A closed ballot was held for the AJAS Director position between Joan Messer (Mississippi) and Duane Nichols. After the ballots were counted, President Brenner announced that Joan Messer is the new AJAS Director.

President Brenner thanked everyone for the excellent job they did in helping him to administer the affairs of the NAAS this past year.

Leslie stated that the NAAS Board will allow a maximum of $1,000 be given to the AJAS Director to offset costs until the AJAS Director submits a budget to the NAAS. This money will come from the "Board Designated Funds" found in the audit report.

Being no further business the Assembly of Delegates Meeting was adjourned at 1:50 pm.
